BPM Group have a great deal of experience working within the transport sector, on
rail, light rail and road infrastructure. We also have a strong history working
on many other types of civil engineering projects and are Chartered members of
the Institution of Civil Engineering Surveyors.
BPM has particularly strong experience in the pre-contract works on transport projects. We have provided amongst others Commercial Consultancy, Contract Administration, Estimating, Quantity Surveying and Cost Modelling services.

Project: TPS Lots 2A, 2B and 3B

Summary: Enterprise appointed BPM to front the commercial bid for the above contracts for London Underground, with direction from the Commercial and Operation Directors. This involved carrying out a full commercial review of all pre-contract documentation, providing detailed estimates for the necessary works and producing a detailed risk register. BPM were also responsible for issuing the ITT to all sub-contractors, evaluating each submission upon their return and producing and issuing tender clarification question to the client and sub-contractor. BPM also assisted with the production of presentations and written documents throughout the negotiation process for the Enterprise board and the client.

Summary: Following the improvement of the existing street facade of London Road in Headington, incorporating the area of road outside Oxford University, BPM were appointed by Enterprise to finalise the subcontractor's accounts. This involved the productin of a detailed final account and justification of extensions of time, which were then presented to the client. All works were carried our under NEC 3 contract, option B. BPM were then appointed to carry out further negotiations with the client.
Project: Somerset County Council Highways Work

Summary: BPM assisted Enterprise with the submission of a tender return to Somerset County Council Highways Works. The contract was for the maintenance, improvement and construction of Somerset's highways, including the design of certain works, maintenance of non-highway vehicles and other related highway services. The contract type was NEC Term Service Contract (options A and C to be used during the contract), amended to reflect the nature of the work. Working for the Commercial Director, BPM's role was to provide commercial assistance during the tender period. This involved carrying out a commercial review of the contract terms and conditions, producing discount and cost models and using in-house software to calculate return values and spend profiles based on alternative work volumes offered to Enterprise by the client. BPM also dealt with, and assimilated data from, the potential subcontractors Enterprise would use and used this to produce comparison reports between the companies. Our role also included attending and providing input at risk and progress meetings and producing tender queries for submission to the client.

Summary: The Highways Agency
had appointed Collins International to project manage the improvement of the
roads listed above. BPM assisted by carrying out the pre-estimating work for
Collins International - this included producing schedules of works and bills of
quantities based on road plans.
Project: Network Rail Vegetation & Fencing Tender

Service: Bid Writing Assistance
Summary: Faced with two tenders and one PQQ that all had to be submitted within a two week period, Enterprise appointed BPM to provide their bid writing team with some much needed assistance. Following a briefing meeting with the team, it was agreed that BPM's bid writers would come on board and work with the client to make sure all supporting documentation and answers of organisational elements of the PQQ, such as personnel background, health and safety and method statements, were completed and standardised. This process was achieved within a week of the briefing meting and the tender document was submitted on time
